Europe felt a moment of respite on Monday, as the diplomatic emergency triggered by the announcement of a new 28-article proposal for achieving ceasefire appeared – temporarily – to have been stabilised. A American diplomat spoke of "notable headway" after diplomatic discussions in Geneva. On Monday night, Russian leadership made its retaliation: an extensive attack of rocket attacks on Kyiv.
The Cycle of Diplomacy and Destruction
The chain of contrasting events captured the harsh reality of the recent timeframe. By day, political struggles are conducted: optimistic declarations are released from various governments. Significant resources is allocated on restraining certain initiatives. By night, Moscow brutally reminds the world that, for them, conflict continues to be the key method for achieving "peace".
Nocturnal Warfare
As Russia's attack unfolded into the early hours of Tuesday, the immediate reality of Ukraine's defenselessness was laid bare. Ukraine is capable of detecting rocket firings from across the border, a capability enabled by timely intelligence. From vantage locations, defense planes that had been scrambled to engage hostile aerial threats roared overhead – advanced fighter aircraft delivered to Ukraine by Western partners.
Soon thereafter, Kyiv's missile defense activated: defensive missiles fired to intercept a hostile projectile. This was a sophisticated defense system at work, probably delivered by Western nations. Every deployment shakes the surroundings, rattling buildings. The moment of terror quickly becomes grim resignation: possibly the hostile projectile won't strike its target this time, sparing the city from catastrophe and further power outages.
Continuous Dangers
Following this, a large-caliber weapon engaged a drone close by, part of a defensive team – probably Western-made equipment. Unfortunately, the projectiles didn't strike the hostile drone – it pressed on overhead toward its target.
Periodically, this persisted until dawn. Kyiv greeted the morning news: multiple fatalities, destruction and infrastructure problems in numerous residences as a result of the night's assault. As typically, everyone still maintained normal activities – experiencing conflict. But those full day encapsulated Ukraine's vital need on external assistance – a need that regional partners are demonstrably unable to substitute in the immediate future.
Ineffective Peace Efforts
The detailed framework from American leadership generated strong feelings, debate and serious worry – and momentarily shifted focus from Ukraine's major integrity crisis in years. Yet, we have experienced comparable situations, after previous diplomatic encounters and multilateral gatherings.
Every new approach from American administration adheres to the consistent cycle: a negotiation push against Ukraine, which Kyiv, with allied governments, manages to fend off. They manage the tension but never actually win the battle. This cycle will, undoubtedly, endure.
Tactical Assessments
It is convenient to criticize particular leaders of repeatedly advocating Moscow's conditions. But that does not seem to be the whole story. Washington functions according to a assumption understood by seasoned negotiators: you cannot secure via talks what you have been unable to protect through force. The US administration presumes that it is unrealistic to compel Moscow to abandon the territory that it currently occupies in Ukraine's occupied territories.
The problem is that while recognising this factual reality, American administration does minimal to discourage Russia, through diplomacy or military means, from believing that the status quo will not change more in its benefit in the near future.
Divergent Views
Therefore, Russian leadership is certain that the clock favors them – that Ukraine and its allies are approaching exhaustion. Their motivation to sign a deal that does not give them the maximum possible gain is close to zero. There may be many attempts to stop fighting, but they will persist as long as Russia's leadership remains supremely confident in the result.
On the contrary, Kyiv believes that Ukraine can still persist, gradually sacrificing civilians and areas but avoiding a total frontline collapse until situations evolve in its favour.
Current Realities
Factually, there are no real preconditions for a truce. Now, subjective factors are coming into play: leadership ambitions to mediate resolution and secure international recognition, and Kyiv's dual difficulties – on one hand, not to distance important partners, and on the other, to unite the population around the country's interests against any plan Kyiv finds unacceptable, so that their priority does not move to domestic problems. And although their mission will now be much harder after recent developments, it remains quite doubtful that this will change their overall approach.
These conflicting dynamics are influencing discussions.
Conclusion and Outlook
It took a just a single week to eliminate the suggested clauses of the latest plan. Aggressive and erratic handling of the matter by US administration, resistance by Ukraine and the other European countries, along with pacifying measures of negotiators, and finally, latest revelations, all served their function.
While new plans based on old ideas are approaching, Kyiv, London and other allied nations should draw one fundamental conclusion: Ukraine and Europe will only be able to counter political attacks from Washington that are rooted in Kremlin requirements and demonstrate particular unwillingness to modify developments, if they remain united and strengthen their defence capabilities at a significantly accelerated rate. If they do, neither external pressure nor military threats will be able to break them. In the meantime, Ukraine's ability to defend against evening bombardments will, for the predictable period, primarily depend on ongoing international assistance.
